简要规则描述：为保障张江镇减量化项目实施后地块及时纳入有效管理和维护，我镇减量化地块实施复垦后委托第三方实施管护；本次招标共涉及地块 74个，面积377184平方米，绿网19888米；主要内容为减量化地块的日常监管工作、减量化地块土壤修复（耕地、绿肥等）、减量化地块围网修护和管理            

Brief Specification Description: To ensure timely and effective management and maintenance of the land plots after the implementation of the reduction project in Zhangjiang Town, the town will entrust a third party to implement post-reclamation management and protection. This tender involves a total of 74 land plots, with an area of 377,184 square meters and 19,888 meters of green fencing. The main tasks include daily supervision of the reduced land plots, soil restoration (for cropland, green manure, etc.), and the repair and management of perimeter fencing.

(a)满足《中华人民共和国政府采购法》第二十二条规定；
